I'm not super impressed. "Cumulative Upkeep - Draw a card" is pretty awesome -- I mean
Psychic Vortex has some crippling downsides and was still fun.
This strikes me, though, as a card that will
never be used as intended. If I'm casting my instants and sorceries, the massive cost doesn't come down fast enough to be relevant, but if I self-mill it potentially drops "on curve" at 3 and provides some serious dominance.
And honestly, the way the game has been changing, I'm not sure you want to burn the resources to lay this down, either the latter-end turn to do it manually or the dedication to cheat it early. You're going to get pwned before your efforts amount to much. Does slow control even have the tools to be viable anymore? I don't follow standard but looking at the last few sets I kind of doubt it.
