I like it, a nice simple use of Devotion in the form of a Giant Growth variant. Don't forget that in this block it can also trigger heroic.

I guess making her scarf the additional heads is cooler visually than if she grew a bunch of heads but I'm not sure what is happening with the scarf. Is there more than one scarf? Does the scarf split into multiple ends?

It should be pretty easy in limited for this to be a Giant Growth so I think this will be decent in limited.
