This cycle is neat. They're all playable in limited that's for sure. This one is probably only good in limited.

Haste makes this guy excelent. The more I think about this cycle, the more I like it.

Actually, I think this is the best one outside of limited, due to the haste and the fact that the tokens it generates are elementals, although the blue one comes close. Just throw a witches' eye or aqueous form on it. It can also combo to some degree with master of waves, especially in a deck with Blistercoil Weird, Frostburn Weird, and Nivmagus Elemental.

I see this more as a RDW kinda guy. Like:

T1: Cackler
T2: Zealot, swing for 4
T3: This, swing for 6
T4: Trigger, swing for 9

etc.

Yeah, not quite. They'll almost always have something to block this by the time it comes online. 2/1 haste that hopefully maybe makes another dude next turn just isn't enough for a three-drop in RDW.
