Hmmm....I don't remember Gridlock being very good, but part of that was being in Gatecrash. This has the potential to do a Sleep impression and enable Heroic at the same time.

The effect is much more relevant in White decks than in Blue decks. Honestly, I just wish they'd keep reprinting Repel the Darkness instead of giving us stuff like this. This card is likely a plant for one or more future white cards that care about creatures being tapped (like Gideon Jura.)

Or a way to enable inspired without attacking, but you should be able to get a safe attack in if you tap down all their creatures anyway.

This should be fine in limited. You can clear the way to attack. Trigger heroic. Trigger inspired.
