Abilities you activate that aren't mana abilities cost less to activate. This effect can't reduce the mana in that cost to less than one mana.

Is there a precedent for activated ability cost reduction in white or red, because I can't find any previous to this.

Red had an activated ability theme in Lorwyn with the flamekin and most recently doubled loyalty abilities with Chandra's Regulator.

I think you can stack how the reductions are applied, so this could bring it down to 2 and then controlling another legendary creature or planeswalker lets the District's own ability bring it down to 0

So yes, you can apply Zirda's cost reduction first, and then Mobilized District's own cost reduction to reduce it to zero if you have another legendary creature or planeswalker.
