I find the wording weird. Why not "Creature spells you cast with Mutate cost 1 less"?

I think it's worded this way so you get the cost reduction and loot even if you're casting the creature with its base cost, as long as it has the ability to mutate. Seems like a good choice for mutate decks but doesn't counter the ability's natural weakness.

i think basically all of those names are downright stupid
