When ~ enters the battlefield, look at the top X cards of your library, where X is your devotion to blue. Put up to one of them on top of your library and the rest on the bottom of your library in a random order. If X is greater than or equal to the number of cards in your library, you win the game. (Each in the mana costs of permanents you control counts toward your devotion to blue.)

Kind of cool that it works well with new Thassa's blink ability. Might try to find a spot for it in my Azami commander deck.

Would you want to be sitting there while your opponent decides in which order to put twelve cards on the bottom of their library?

I'd take it over having to shuffle two and three card piles of pointlessness

I mean not necessarily. Especially in EDH where people are already flipping their lids. But even in a standard MonoU or such it is a decent body with a bit of filtering that gets bigger in doubles and provides two devotion.

There is enough mill support right now that you could try to brew this with the Jace, Wielder of Mysteries. I feel like it's still in jank territory though.
