It was a starter set targeted to Asian markets. It wasn't supposed to be good, just simple easy Magic to get people interested. If you look at set at the time, they're all terrible for drafting and in general most Magic sets are filled with garbage. There are very few good cards in Magic's history. Just less bad ones.

This seems to be a simple format, bears facing bears, with some evasion thrown in. Our form of evasion seems to be Horsemanship, so we should take the card that, on the one hand, hurts us, and on the other hand, removes things that can block us.

Or, as Fel says, we could take fixing.
