1st choice: Ride Down
2nd choice: Wind-Scarred Crag
3rd choice: Dragon Throne of Tarkir

I'd say Ride Down is the best choice. It will not wheel. I've actually seen the Throne wheel once.

Yes, Throne is too slow for draft. I've seen it wheel, and I haven't picked it on the wheel either.

I think the format is slow enough that throne can be a bomb

This is by no means a slow format. Mardu and Jeskai both can kill you out of nowhere. I would not consider maindecking the Throne. Sideboard against a slower deck, but not main. I would play it in Sealed, though.
