Funny thing is that we had to look up the comp rules for exactly that circumstance the last time I drafted Conspiracy 2 because the rest of the table wasn't sure when I said the player (who won the game thanks to it) was alive with an empty library and had until the next time someone or something made him draw (The end of his turn, due to being the Monarch). Honestly, "You are still alive at 0 cards" has been with me so long that I'm constantly shocked by how many players, even ones that aren't what you'd call 'new', don't realize that you only lose when you attempt to draw a nonexistent card. Like,
Leveler exists and you need a chance to do something about that exiled library problem... and then I remember Leveler was north of 10 years ago now and feel old.
