The one concern I can see is that, if every player made the role of another player, what happens when claims come out?

Player 1: I am a specialized Cop who learns the alignment of any player I target, and I can target N players per Night, where N is the number of Mafia in the game minus the number of dead Towns.
Player 2: Wow, that's the role I came up with! You must be telling the truth.

I guess if HW randomizes alignments rather than chooses alignments based on what makes sense for the provided roles, it might mitigate that from being a problem, though it would still mean role claims can be corroborated easily. Wether or not that is a problem, not sure.

if the mod had the right of veto and basically worked with the player to create a role (that another player would receive) that would be conducive towards a fun (or at the very least functional) game experience then this could be a really interesting practice i think.

allowing unlimited griefing probably makes the game entirely non-functional though.
