DS, I hope you don't mind but I made a small edit to your Original Post in this thread.

The URL closing tag of your artist credit line was missing the "/" which caused the forum to simply seek out the next vaild URL close tag which was in the spoiler block. This made the spoiler unable to be opened because the "click to expand" now acted as clicking the URL and took users to the link page. (http://blog.sina.com.cn/fanming2008)

Ok, so...

A tiefling battlemind that worships Dolios and who employs a sharp mind in combat and a sharper tongue when not. Will serve as a 'tank' role as far as combat is concerned, and will be trained in Bluff, Diplomacy, and Insight.

I'm rather far along in character builder, and need to move things over to MW, but since I have no clue on a name I cant. Can I get an example tiefling type name in the world? If not I'll figure something out.

Man, I'm having a hard time understanding why "Send Thoughts" is an encounter ability.

It just feels like an At-Will...

Also, if I use an At-Will, do I have to damage the target, or may I forgo the damage aspect of the ability? The reason I'm asking is because I can take:

Dimensional Scramble
At-WillAugmentable, Implement, Psionic, Teleportation
Standard Action Area burst 1 within 10 squares
Target: Each creature in burst
Attack: Intelligence vs. Fortitude
Hit: 1 d6 Intelligence modifier damage, and you teleport the target to a square adjacent to the burst.

Unfortunately RaW states that you can not choose to forgo the damage aspect of your power. It is this way to prevent abuse of powers that grant buff and healing in combination with an attack - Clerics and Paladins in particular were able to abuse this for rapid healing and mass buffs.

On a humorous side note Wizards later had to errata that the target of such attacks had to pose a viable threat to the party after players began carrying around sacks of rats to punch to trigger their powers.

The Dodekatheon's names have the right sounds though they're not originally names. You can also use modern Greek names, but I am drawing upon Ancient Greek for my own use.

Most tieflings go by just a given name or at the most [Given Name] of [God], but:

Full name = Given Name + Parent's Name (reflects whichever has more status) + variation on patron god's name (typically name + kles/kleos)

Example: Hekabe Clymene Patromakles is a named character but she goes by just Hekabe.

As Garren explained, no, you cannot, which is to prevent exactly the (ab)use you are describing, to give yourself at-will teleportation at level 5.

Also, close bursts do not affect you by default, so you cannot target yourself with a close burst attack. Otherwise every close burst power would hit the user as well.

See, I didn't see it as abuse. I mean, to be part of the bust 1, I assumed I could teleport at most 3 squares. Which is half my walk speed. Even if I did it every turn to myself without damage, I'd be teleporting slower than my usual walking speed. I just didn't see it as that abuseable, but more for the roleplay aspect of being able to get out of the way of something oncoming.

At-Will Teleportation, even over a small distance, is a very powerful ability in 4th Ed. Mechanically it makes you impossible for the opponent to pin down - not only does movement via teleportation not trigger attacks of opportunity it is also unaffected by being Slowed or Immobilized (whether by magical or mundane means). In addition Teleportation doesn't require Line of Effect so you could use it to move through anything you can potentially see though (such as a locked door, jail cell or upper-story window).

This is actually something of an over all problem 4th Ed had in that it's powers had little out-of-combat application, even in situations where they obviously should (such as using Scorching Burst to light a camp fire).

The way ive always put it is :

In 3.5 my rogue was a total skill monkey with a ton of abilities until a fight started and then I just stabbed things. In 4E I have all these flashy mechanical advantages and mobility and such, then the same fight ends and im bored.

I just use the term "abuse" to mean it's stretching the use of a power beyond its intent, not that you intended to do anything untoward with it.

Still, I am flexible with interpreting powers as long as they do not grant players power beyond their level, if that makes sense? So, you can light a fire if you used a power that dealt ongoing fire damage on some wood but the problem may be that the power deals so much damage at once that it pulverizes the firewood without first lighting into a merry campfire.

In other news, how do people feel about having to pay monthly rent in your building? I was thinking 120 gp for the whole place. Is this like weird amounts of bookkeeping?

I just spent an exorbitant amount of time making THIS MAP of your building. The ground floor is used for your business and each of the upper floors consists of two boarding rooms and a shared bathroom. The courtyard entrance is inspired by this piece:

Also, I took Ritual Casting for a feat, and Enchant Magic Item as a ritual. May I create magic items during character creation as long as they fit within my starting gold?

As a psion, you get Ritual Casting automatically.

What is an "Accurate Orb"? Is this an Orb of Accuracy? These start at Orb of Accuracy +3, is a level 14 item, and is a magical implement.

Your Reflex takes the better of your Dexterity or Intelligence, not just Dexterity. Your Fortitude takes the better of your Strength or Constitution, not just Strength.

You should note your other racial features somewhere, Bloodhunt +1 on attacks against bloodied enemies and Fire Resistance.

I am putting this in a separate post because this is a new houserule based on a setting premise that I did not make explicit.

Premise: Although magical conveniences are becoming increasingly common in the industrializing Hoi Lan Fa, enchanted equipment are still rare things and cannot show up with the regularity required by 4e's math without becoming mundane, hence the use of the inherent bonuses variant rule. In the same vein, the ability for any ritual caster with Enchant Magic Item to make any magical equipment from just the equivalent gold pieces also renders magic equipment mundane.

Result: Enchant Magic Item only allows a ritual caster to enchant a weapon, implement, or armor with an enchantment that they have 'learned' through study of an existing item with that enchantment or by some other means. Examples of such means include tracking down a book of lost dwarven technology, learning the enchantment from a witch who sends you to first gather the ingredients, or experimenting with more common alchemical items that create effect similar to the enchantment you want.

I will update the first post to reflect this houserule.

Sorry it took me half a day to get round to this but the simple answer is - none. If there is one area 4th-Ed really dropped the ball in it is multiclassing. In that it barely exists. Rather then simply taking a new class as you level up you instead use a feat to acquire watered-down versions of other classes abilities - for example being a 'multiclass' Rogue let's you use Sneak Attack once per encounter... and that it. It almost universally not worth the time and feats required to multiclass in this edition.
