What's the "1" mean, I don't remember yugioh having any sort of resrouces right?

i don't think the 1 means anything

It's a convention used to separate effects when the english card is not aviable since some cards stop you from using one of their effects more than once per turn AFAIK.

But it's not a continuous card and stuff like that is usually just restricted if they don't want more than 1 used a turn. I have never seen a yugioh card that says "you can use a pot of stupid only once per turn" weird.
