The instructions should start with an overview of the flavour and objectives. A monster is attacking, and you are trying to stop it. You are... a giant robot I guess? Or maybe the military, but you control the giant robot in addition to ordering people around? You get card each turn that cost resources, the monster attacks at random, etc... When you use up your deck I assume it's reshuffled? Just add a super succinct paragraph that sums up what I need to know first to the instructions.
I think the "Plant" tiles need to be renamed. "Plant" could mean a lot of things. Perhaps "reactor would be appropriate?
The church and statue don't do anything right? (Aside from drawing fire) If so it should state this outright in the description.
I got a big "RAmpage" thing. What's that mean? Figured it out.
A total city health stat would be helpful. Same with turrets/damage per turn.
I don't know what the "energy" stat does.
Obviously the graphics need work, but I'm going to assume that's already known. I don't mind the ASCII look but colour-coding would be helpful. The turret fire shouldn't be green, That looks like it heals the monster.
CotW is a method for ranking cards in increasing order of printability.
*"To YMTC it up" means to design cards that have value mostly from a design perspective. i.e. you would put them in a case under glass in your living room and visitors could remark upon the wonderful design principles, with nobody ever worring if the cards are annoying/pointless/confusing in actual play
