It wasn't random.
The path they followed was elaborate, but only to payoff a single story thread setup . They were sent to the memorial by Windgrace's Acolytes, another seemingly random namedrop, and when they get there they are told the name of a Time Spiral era associate of Windgrace by some mysterious force?

I like the idea, and I think it's absolutely possible. It just makes me wonder how Koth's wax oracle normally works. Then again, I just re-read the webcomic and it's possible that this isn't an original spell of Koth's (as I always assumed) but something the acolytes taught him and specific to Urborg. Maybe that's their way of communicating with Windgrace's spirit.
I'm also absolutely convinced that the Heroes' Monument is where Ajani is going to meet the Gatewatch on Dominaria. Ajani has been to Urborg, and assembling a new team of heroes in the place that honours the old heroes sounds like something I would totally do as a writer. Symbolism and all that.

THIS is why Jace shouldn't have been able to escape Bolas on Amonkhet. They didn't establish the rules of the post-Mending multiverse as clearly as they should have back then, but I expect the current Creative team to at least stick to what established rules we have.

I would posit that there is a difference between actively trying to planeswalk from one destination to another, and subconsciously smashing the "eject from plane" button and being hurled into the chaos of the Blind Eternities to fall out where you may.
