On a plane, and in a set, with madness as it's central theme, I'm not too surprised. And they are different ends of the "raving madmen" spectrum, one public madness and the other secluded madness.

Going forward, if Emmy doesn't break out of the moon by the time we next visit Innistrad, I suspect her influence will only be felt by crazy cultists or on the full moon. You'll get one day of moderately eldritch horror for every 29 days of regular horror.

I know in the og innistrad they made a rule for no black angels so I guess they just didn't think about breaking it this set

I love how they inadvertently planted the seeds for her possible resurrection by stating all four sprang from the same essence (whatever that means exactly). What if a tiny ethereal part of her was able to cling to Sigarda's "essence" when she died because they're all connected, and that's what protected Sigarda from Emrakul's influence, just like the geists did with the Order of Saint Traft? Let's say she just didn't dare to reveal herself while Avacyn was still around, and when EDM is over Sigarda will start hearing her dead sister's voice inside her head and try to bring her back somehow. Bonus points if the other two can come back as well and it's all back to the status quo before Avacyn's creation. Bringing back dead characters is lame more often than not, but Brisela's death was kinda anticlimatic, and it would be a neat way of closing the circle story-wise (and completing the card cycle, I guess). The next Innistrad block needs some stuff to happen after all, the humans need a proper defence again, and if enough people keep asking about the fourth sister, they might look for a way to include her in Innistrad 3.0 somehow. And it's pretty much the only way of properly tying in that old 'Lysene' namedrop from Teeth of Akoum ever again. Like, seriously, just giving that name to the angel is the only right thing to do at this point. From what we know about the fourth sister, her having been close to Sorin fits very well, and it would add another layer of tragedy to Sorin and Avacyn's relationship.

She was killed (or more vaguely) was "dealt with" by Avacyn almost thousand years ago. If angel essence re-spawns though some angelic version of the hellmouth that demons do, she'd have come back as another angel by now. The only chance we have of truly seeing her again is if they write up a bit where it turns out Avacyn did not kill her and instead locked her away in a more personalized chunk of moonsilver and hid it away in come cloistered monastery vault dedicated to keeping things hidden.

If she just latched onto Sigarda and 'held on' to life in some sort of in-between state (so, basically refused to die fully), she could've avoided being reformed into another angel and just kinda sat there. The fact that the four sisters all have the same origin and might still be connected somehow could turn out to be crucial. And now that Avacyn is gone, it would be the perfect time for her to claw her way back and make contact with Sigarda (and maybe drag Gisela and Bruna along). How she could get back her body is another question, though. Maybe by just absorbing Avacyn's residual energy from the spear or something hand-wavy like that.

I think your reaching...from beyond the grave. Sigarda withstood Emrakul by virtue of being the hexproof angel who cared most about humanity. As the new iconic Archangel of Innistrad, she will basically be filling Avacyn's shoes for the foreseeable future. I'm pretty sure angels don't stick around as ghosts when they are killed.
