Fair enough. I've cursed Congregate quite a few times in long multiplayer EDH games myself, but I wasn't aware WotC considers it a mistake. But cmc and rarity aside, I think a reverse Coat of Arms mechanic could make for fun deck building. Playing a Thalakos Flagbearer, a Salamander Rogue and a Brushwagg, adding a few Serf tokens and putting the weirdness to good use sounds like something I'd enjoy.
