I love a good symmetry-breaker. make a card whose benefits are, in principle, symmetrical. obviously you will likely be able to build a deck that takes more advantage of it than your opponent, but it should look like it affects everyone equally, like balance or howling mine.

Whenever a player discards a nonland card, each of that player's opponents may pay an amount of mana equal to the discarded card's mana value to copy it and cast the copy. (The copy is cast without paying its mana cost)
Those who listen beyond the first discordant notes become entranced by the cacophany, an addiction few ever break.

im going to assume that the criteria is not overly strict and creatures are allowed
like technically eidolon of the great revel is not fully symmetrical because you get a body and they dont, but the main punisher effect of the card is symmetrical

I was originally thinking not-creatures, as the examples I gave indicate, but I don't actually care that much about that detail so sure, that's fine.
