Possible rabbit mechanic, Scheme. (To scheme, discard a card. Then search your library for a card of the same type as the discarded card, reveal it, then put it into your hand. Then shuffle your library)

Whenever a player casts a spell exile it with 3 time counters. If it doesn't have suspsend it gains suspend.
Skip your next draw step: remove a time counter from a suspended card you own. Any player Kay use this ability but only once each turn.

This would be more interesting if you could replace any draw. Allows for greater build-around-ability.

You also need some terminology that doesn't keep exiling cards; suspend casts spells, after all. Something like:

"Whenever a spell is cast from a player's hand, exile it and put three time counters on it. If it doesn't have suspend, it gains suspend.
If a player would draw a card, that player may remove a time counter from an exiled card they own instead."

Stupid rules.

That seems... a little niche. Maybe have it deal damage to the creature when it loses flying, so it's effectively a repeatable Earthbind?

Are you ready for the ramblings of a madwoman? An entire block/set that takes place in one room. There's about 100 legendary creatures and nobody else. The story is they are all political leaders of their world, every spell is part of the discussion, perhaps little fights break out, maybe a few punches are thrown at the end of the day.
