Pauper has chase rares and cards from outside modern. How about the following format:
Any card that has been in a Sample Deck and is Modern Legal.

I had a lot of fun with my black green amoncat deck. I figure there's still room for optimization, but the vast majority of the cards are trash (likely on purpose). Which is perfect since they'd be vastly inexpensive.

On second thought, sample decks are hard to look up. Intro packs are easier and not as occasional as sample decks.
