this is because polls have an option you can turn on that lets users revote. according to Luna, that option is supposed to be turned on for all M:EM polls, but some people forget to do so.

I'm moving this post due to the fact that this topic was clearly marked as an experiment for a potential bug. Bugs are important to us, and one might have been experienced albeit at a different time or in a different scenario. If you could specify to us what you experienced with any and all details that would be much appreciated and will help us make a better site for everyone.

Yes. Also, polls that allow re-voting will show which option you voted for with a small [x] on the right side of that option. The polls on this forum are actually very flexible and easy to set up.
