After long being confined to the stickied thread in General, we now have a proper Rules forum. It's looking rather barren, though, so to populate it I'm going to be transferring the questions from the old Q&A thread into the new forum...as individual threads. This might take a little while.

I'll also be moving over any rules-related threads I see in General.
